Can an Archived file be restored?
I recently decided to archive my quicken file to determine if this would speed up the process of reconciling credit card accounts and the investment accounts.
No improvement to the sluggish performance.
So I would like to know if the archived data can be restored

Not without an extreme amount of work. If it hasn't been too long, it will be easier to start with your last backup prior to making the archive and re-enter all of the subsequent transactions.
Here is how to merge two files, I have tried it, I gave up after several days and I'm retired so I had lots of time to devote to it.
