Quicken Windows. Everytime I try a one-step update to my account, I get the message "Your financial institution connection(s) need an update" asking me to reauthorize Fidelity NetBenefits. I don't have any Fidelity account, and none is listed in Quicken under bank or investment accounts.

Did you try using your NetBenefits login information on the Fidelity.com login page?

FYI: It's been 8 yrs since I last had an active NetBenefits account but for several years before that I was able to view both my Brokerage/Retirement (IRA, Roth IRA) accounts and my NetBenefits accounts in Fidelity.com so only 1 login was needed and I used the NetBenefit's login. I do not know if that is still the case.

If it does not work, you might want to try setting up a Fidelity.com online account using your NetBenefits login and then see if you can link your NetBenefits accounts to it.
