Budget Categories Not Appearing

I am using Quicken Classic Deluxe for Mac Version 8.3.2 with macOS 15.6.1. When creating a new budget for 2026, some of the categories from 2025 budget do not appear. I went to edit budget and select categories, but they do not appear as options there either. However, when I go to WINDOW and CATEGORIES, they are there. Why cannot I not select these categories for the 2026 budget?

    Can you give a couples examples of the accounts which aren't available in the Budget > Edit > Select Categories screen? There are a small number of Investments categories Quicken uses internally for calculating investments which aren't available in the budget categories.
