Windows R65.17 "Asset Allocation Guide" is regressed from R64.35

When I attempted to open Asset Allocation Guide on R27.1.65.17 on Windows, Quicken kept prompting for installation of a missing component but could never install it. This problem is newly introduced in R27.1.65.17, but was not in R27.1.64.35. Please fix this regression and add a regression testcase for "Asset Allocation Guide" for Windows.

    It comes up for me with R65.17.

    Try closing Quicken, then deleting this folder:

    "C:\ProgramData\Quicken\Cache"

    And then starting Quicken again.
