The above link is not working, I uninstalled quicken and can't reinstall, have downloaded again. at the point where is says to go to QcleanUI the link in help is not working. Where should I go?

QcleanUI was removed years ago and is no longer needed. Perhaps this thread might be of assistance?:

When I've uninstalled and downloaded/installed Quicken I don't (at least not for years now) see any message about QcleanUi. If you are downloading the Quicken installation file from your online Quicken.com account or from https://www.quicken.com/activate then you should not be getting any message regarding QcleanUi.

Maybe try downloading a fresh copy of the installation file from one of these 2 places, again, and try installing that?

You might try manually deleting the files Quicken does not uninstall.
