Installation fails due to failure to authenticate

Installing Quicken Classic for Mac on new Mac mini. When trying to install it fails with the following message: Failed to perform authenticated file move for Quicken.app.

Applications folder has permissions Read & Write for system and admin (me). Applications folder does not have any hidden files (some suggestions included looking for one).

The Quicken files in my user account are in DropBox if that makes any difference.

I can install on a MacBook with same OS (26.2) so it is something about my new computer (user account migrated last night).

Any suggestions would be appreciated.
