The problem reported by @MangoMan in February is still happening, and started happening to me just two days ago.

One possible fix is to clear Quicken’s cache:
C:\ProgramData\Quicken
This often resolves issues with navigation errors and incorrect security links.
Note: The ProgramData folder is hidden by default. If you need help accessing it, Microsoft's support site has instructions on how to unhide folders.
