If I have Quicken on two computers can i get the latest backup from the cloud
Only if you're TRULY doing a backup to the cloud. The cloud-based file used by QWeb and QMobile isn't a backup and can't be used to move files between computers

Yes, that is possible as @NotACPA mentions. You would simply need to sign in using the same Quicken ID credentials on both computers. You can then restore your online backup file on the second computer as needed.
