At the top of my account list are two accounts: ACCT_23f3 and ACCT_2956. I do not have any accounts with those numbers. Do you have any idea what they might be?

Those are, apparently, "temporary" Accounts that Quicken creates as part of the downloading of transactions process. You normally never see them but from time to time some hiccup in the process will leave them exposed.
I'd say if they are entirely empty you'd be safe to delete them entirely. A precautionary Validation of the file probably would remove them too, and shouldn't hurt anything else.
