Overpaying Utilities

I overpay my water company and electric company so I always have a reserve in case something should happen and I can't pay my bills. How can I set up to be able to keep track of what's in there? Should I just use a separate checking account? I'm a little lost on this. I want to be able to see what the bill is every month and also my payment.

I prepay my water too. I have an account called Prepaid Water, and when I send the water company money, in Quicken that's just a transfer from my checking account to Prepaid Water. When the water company uses some of my credit to pay the bill, that's when I record the expense in Prepaid Water.
