Amount Based Rules Absolutely Not Working

I've reported this type of condition at least a dozen times over the past year since the amount-based rules feature was released, including what I am showing in the following text and examples. I even rewrote rules to have defined ranges rather than using greater-than rules. I'd really like to know if this feature is consistently working for anyone else. I am using Quicken Classic Windows, R67.10, build 27.1.67.10, which indicates that it's the latest version as of today.

I have reported at least a dozen times various examples of amount-based rules not working since released a year ago. I can't find anything in the Quicken documentation, Quicken Community or using AI that tells me that my settings are wrong. Here's another example.

(01) I now have non-conflicting three rules for Amazon, of which today's example focuses on one where the amount is between 1 and 15, with the intent that I want a Miscellaneous Expense that I need to REVIEW for more accurate manual categorization.

(02) The downloaded transaction has Payee = Amazon and an Amount = 13.73.

(03) As accepted, this auto-categorized as Membership, of which I have a rule looking for exactly 15.89. But, the tag assigned to the accepted transaction is REVIEW2 which was not from the rule for the amount of 15.89 and Membership.

(04) The memorized payee rules now show an updated date on the rule that I expected to match, Amazon, $1 to $15, to yield Miscellaneous Expense and REVIEW2.

[updated] To summarize, you have 3 Memorized Payees for Amazon, one for an amount = $15.89, the second for amounts of $17 to 1000, and the third for amounts less than $15. The first two are locked, but there is no padlock icon for third payee.

Your download was for $13.73, so the third Payee should be used. It enters the correct amount, but it is using the Category, Tag, and Memo from the first Payee.

After accepting the transaction, the third payee has been changed. That appears to be because the third Payee is not locked. You should be able to fix that by editing the "less than $15" payee and checking the "Lock and leave this Payee unchanged when it is edited in a register" box.

So far I don't see why it is using the wrong Category and Tag.

Note that you should not expect any response from using Help > Report a Problem. Forum Moderators (users whose names begin with "Quicken") sometimes review issues discussed here, but everyone else is a user like you. If a Moderator sees the issue and can confirm it with their own testing, they will refer it to Development and post in the discussion with a reference number. For widespread issues, they will create an Alert that they periodically update at the link below.

Discussions about problems in this forum are often closed by the Moderators after about a month of inactivity, regardless of their resolution status.

If you want Quicken to work on a problem, you should contact Support via phone.  Be sure the support agent understands the problem and gives you a ticket number for future reference. Please post the ticket number here. Even if you are sure it is a software problem, Support will run you through a screening process to make sure it is not a problem with your data or installation. Development only works on problems that have been referred by a Moderator or confirmed by a Support contact.
