I've reported this type of condition at least a dozen times over the past year since the amount-based rules feature was released, including what I am showing in the following text and examples. I even rewrote rules to have defined ranges rather than using greater-than rules. I'd really like to know if this feature is consistently working for anyone else. I am using Quicken Classic Windows, R67.10, build 27.1.67.10, which indicates that it's the latest version as of today.

I have reported at least a dozen times various examples of amount-based rules not working since released a year ago. I can't find anything in the Quicken documentation, Quicken Community or using AI that tells me that my settings are wrong. Here's another example.
(01) I now have non-conflicting three rules for Amazon, of which today's example focuses on one where the amount is between 1 and 15, with the intent that I want a Miscellaneous Expense that I need to REVIEW for more accurate manual categorization.
(02) The downloaded transaction has Payee = Amazon and an Amount = 13.73.
(03) As accepted, this auto-categorized as Membership, of which I have a rule looking for exactly 15.89. But, the tag assigned to the accepted transaction is REVIEW2 which was not from the rule for the amount of 15.89 and Membership.
(04) The memorized payee rules now show an updated date on the rule that I expected to match, Amazon, $1 to $15, to yield Miscellaneous Expense and REVIEW2.
