I think it is a Windows problem

The message "Local Area Connection doesn't have a valid IP configuration" indicates that Windows is having trouble establishing a proper network connection. This may be preventing Quicken from connecting to the internet and downloading transactions.
To help determine whether the issue is related to Quicken or to the network connection itself, are you able to access websites normally outside of Quicken?
