Citibank credit card transactions not all downloading

I'm using Quicken Business & Personal, v R67.10, Build 27.1.67.10 on a Windows 11 PC. Not all credit card transactions are downloading and I have to manually enter missing transactions. This started in January 2026 when reconciling I noticed Balance Adjustments being created. Only last week I figured out that not all transactions were downloading.

What might be the issue?

When you do TOOLS, Account List … what show as the "Financial Institution" for the account? "Citi Cards", not Citibank, is the usual FI for cards issued by that bank.
