Error connecting to Voya Institutional Plan Services

Attempting to add transaction download for Voya. My understanding is that @voya has to be added to the end of the username that is ordinarily used to login to the Voya website, so I have done that. The screen reflects that it is 'looking for accounts', but quickly I get back this dialogue:

Hello @sbrothers217,

Thank you for letting us know you're encountering this issue. To help troubleshoot, I checked our internal tools, and I can see that you sent a problem report about 10 days ago. The OFX log in that problem report shows an error code 15500, invalid user ID or password. Have you tested to see if you can connect to Voya by not adding the @voya at the end of the username?

Since it is a Direct Connect connection, you may also need to do additional authorization/registration through the financial institution's website. Have you contacted the financial institution to confirm if there's anything you need to complete on their end in order to connect to Quicken?
