It seems this issue has resolved a few days ago. Most, but not all, of my Bank of America Visa transactions downloaded and it continues to update properly.
We're other users and don't have access to Support tickets. SO, we don't even know the subject of the ticket you cite.

I'm glad to hear that most of your transactions are downloading successfully. I checked Ticket #12439327, and the issue remains ongoing. Our team is actively working toward a resolution; however, there is currently no estimated time available for a fix.
In the meantime, I suggest monitoring the Community Alert for updates. As new information becomes available, the alert will be updated accordingly.
