I've tried reinstalling quicken. The file is stored on a local drive. One Step Update freezes a few seconds after starting. I've also validated the quicken file.
I would suggest that your Windows environment might be corrupt. I would trouble shoot Windows. From and elevated command prompt, run sfc /scannow and run the scan. The scan will take 5 to 15 minutes.
