USAA and Fidelity Elan credit card missing transactions

My USAA and Fidelity (Elan) credit card download shows the red flag but no downloaded transactions. When I try to reconcile the account it says to review downloaded transactions that are not there.

To better understand what's happening, could you please answer the following questions?

What is the current Quicken version and release (Help > About Quicken)?
If possible, could you upload a screenshot of the issue?
When did this issue first begin?
How many accounts are affected?
What type of account(s) are they (checking, savings, credit card, investment, etc.)?
When was the last successful transaction download?
Are there any pending transactions for the affected account(s) on your financial institution's website?
Do the missing transactions appear in Tools > Online Center?
