USAA shows authorization, but no go

When trying to link USAA banking to Quicken, USAA shows Quicken as authorized on its web page, but during the authorization I receive HTTP Status 400-Bad Request, never fully making the connection with Quicken. I'm on my 11th try. Same results. Windows 11, Quicken Classic R68.31

When did you first notice this issue?
Which web browser do you use?
Do you encounter the same issue when using a different web browser (Note: Brave Browser and DuckDuckGo are known to have issues when authorizing accounts)?
Do you use a VPN, firewall, or antivirus?
- If you do, have you tried pausing them while authorizing your accounts?
