That is strange, but do you have any accounts with Service Finance? And do you download into them?
I do have an account with them but it is offline, no online activity…
I pay bills to them in Quicken but via Wells Fargo…
I can't quite figure out if the message you received represents some weird data file corruption … or what?

What were you doing when you got the message?
I hope you're actually backing up your file … and I assume you mean "not backed up ONLINE".
@Greg Brown Quicken believes the account was removed in the cloud copy of your data (the one used by Mobile/Web). It is asking whether the Windows desktop file should match that deletion or keep the account only in the desktop file.
What each button actually does Yes → Quicken for Windows will delete the account from your desktop file as well, making the desktop file match the cloud version.
No → The account will remain in your Windows file, but it will be excluded from Mobile/Web sync so the cloud dataset won’t try to delete it again.
Why this message appears
What to do If you do not use Quicken Mobile/Web at all, the safest choice is usually No, which keeps your desktop file intact and simply stops the cloud from interfering.
If the message keeps returning, resetting the cloud dataset often resolves it (Edit → Preferences → Mobile & Web → Reset Cloud Data).
@Greg Brown I think @NotACPA has a good suggestion. If the error continues, before you try any troubleshooting steps, contacting Quicken Support my be prudent.
