The issue described in this discussion, now closed, still exists.
I have been monitoring the projected refund since reporting this issue in May and Tax Planner settings report did not change until I made another copy of my working data file today.
To summarize and update my earlier findings, if I do a File > Copy or backup file > Create a copy or template and keep the default settings except for un-checking the Attachments box, several Tax Planner settings are changed in the original file but not in the copy.
The following Tax Planner settings were changed in the original file. The original settings were all "Scheduled Bills and Deposits."

It does not appear that any other settings were changed.
After the copy, the settings in my working file changed exactly as described in the referenced discussion, with the addition that the Qualified Dividends setting, which I had changed to Scheduled Bills and Deposits since the last report, also changed to No Projected Amount.
Correcting these changes restored my Refund Due to the same amount as it was before making the copy.
