The Account List Interface under tools is slow and cumbersome.
#1 has been implemented, right click on a blank spot in the Account bar and select "Rearrange Accounts". You can drag and drop in this popup.
#2 Are you talking about the fact that it takes two check boxes to hide an account in the Tools → Manage Hidden Accounts window or the fact that this doesn't control transfers in the category fields?
