When a credit card transaction is tagged as fraud, a new credit card NUMBER is issued, but the ACCOUNT doesn't change: one should be able to change that number when editing the account!!

I'm assuming you are talking about a credit card that you are downloading transactions into. Am I correct?

If that is what you are talking about, you most definitely can update your credit card number in the current credit card account in Quicken.

In the Account Register: Enter and save the Opening Balance dollar amount into the Memo field. (This can help you if anything going wrong….more on this later.)
Back up your data file.
Go to Account Register > Edit Account Details > Online Services tab > Deactivate > General tab > delete all of the Financial Institution information (everything in the fields above the Contact Information field). Do not enter any new information into those fields.
Go to Tools > Add Account > select your credit card company > follow the prompts to set up downloading > when prompted, make sure you Link the downloaded data to the account that is already in Quicken.

Your account will now be linked to the new credit card number. Then in the Account Register:

Is the register balance in agreement with the Online Balance? If so, then you are done. If not, proceed to the next step.
Check the Opening Balance transaction: If the amount for that transaction does not match what you previously entered into the Memo field, correct it to match what you previously entered into the Memo field. Is the account now in agreement with the Online Balance? If so, you are done. If not, proceed to the next step.
Scroll backward from today's date looking for duplicate transactions. If any duplicates are found, delete one while retaining the other. (Hint: Keep the transaction that was there previously and delete the new one that was entered during the Add Account process.) If any are found they will most likely show up within the last 90 days.

At this point your account register balance and the Online Balance should be in agreement and you have completed the task.
