Help me figure out a rogue renaming rule

Question

This is about to drive me mad. I can't figure out why new transactions (that I don't have rules for) keep getting renamed "Kansas State Fair". I do have legitimate transactions that should be named that, but look at the Statement Payee entries. What am I missing?

Just in case it's something odd about one of the rules causing the issue, please backup your file, then delete and recreate those two renaming rules for Kansas State Fair.

If the issue persists (or you already tried that and it didn't help), please let me know!

I have attempted to fix this Kansas State Fair thing maybe 4X-5X. So here's my usual process, but somehow new merchants keep coming back as Kansas State Fair. (And this has happened before with other rules, like "Acme Co". All new transactions get labeled as Acme Co until I go in and create new rules.

You mentioned that this happens only with new merchants. After you fix it, does the same thing happen the next time a transaction with that merchant downloads into Quicken?
