I had Amex setup to download transactions via Quicken Connect. That started failing weeks ago. Support recommended switching to Direct Connect. Now today, 8/7/19, That started to fail to connect. If I download a cvs from Amex and import it will it cause any conflicts with transactions download via either connect methods?

Hmmm, I'm not having any trouble downloading from Amex via Direct Connect this morning. Are you using FI name "American Express"? Have you waited a bit and tried again?
BTW, "CVS" is a drugstore. "CSV" is Comma Separated Values, a spreadsheet format. But in any case, Quicken doesn't import CSV transactions.
However, if you download using the "Quicken" option from the Amex site, you will get a file called activity.qfx. You can import this into Quicken. Just double-click that file in your Downloads folder. You will be given the option to create a new account for it or import it into an existing account. I would create a new account and then drag and drop the transactions you want into your regular Amex account for two reasons: (1) you will be able to avoid copying the inevitable duplicates, and (2) you won't disturb the connection settings of your regular account.Quicken Mac Subscription; Quicken Mac user since the early 90s6
