I want to make a new itemized category report for an existing checking account, beginning 1/1/19, and which includes category balances from 12/31/18. Is this possible, and if so, how?

There is a Quicken Standard Report called "Spending by Category". Reports>Reports and Graphs Center>Spending by Category.Have you had a look at that?You can customize the report by adjusting dates, totals by time period, and accounts to include, et al. See image. Does this help you get started?

Categories do not have associated "balances" at any point in time. As such, I don't think what you seek is possible. What @Scooterlam offered is about as close as you can get.
