  To switch a window from Maximize to Restore: press Alt + Space and R.
  
  If you still cannot resize the window, perhaps you are in Tablet mode.  If you haven't already, you may want to review: https://support.microsoft.com/en-us/help/4027960/windows-10-turn-tablet-mode-on-or-off
