Why Doesn't the Memorized Payee List update when I add a NEW Payee in the Transactions?

Every time I add an new Payee in the Transactions the Memorized Payee List is NOT updated with the new payee. WHY?

  Is the "Automatically memorize new payees" box ticked under "Data entry and QuickFill" when you look at preferences?
