I want to start with a new file as the one I have now is very old and very large. Is there a way to copy categories from my old file to a new blank file?

On the File menu, you can export to a QIF file just the categories and then import them into the new file.

Or you can try to create a new file by using File / File Operations / Copy with a cutoff date well into the future.
This should give you a file with all accounts, categories and everything else except transactions.
