Quick Check Failed to Deliver Again

I've used Quick Check twice. Once in March and once in July (2020). Both to the same payee. Both times Quick Check failed to deliver on time. The one in March arrived 15 days late. The one July hasn't arrived yet - now four days late.

Why is this happening? This payee was available through (soon to be discontinued) Quicken Bill Pay. I had no problems sending electronic payments (via Bill Pay). The new Quick Pay does not recognize this payee, thus I have to use the new Quick Check feature. Quick Check fails miserably.
