Why am I being charged $9.95 per month for bill pay?

I'm using Quicken Premier 2020 for Windows. Why am I being charged $9.95 per month for bill pay? I thought that the cost of some number of monthly online and check bill pay transactions was built into the cost of this version of Quicken.
