My hard drive crashed and my last Quicken backup was in March (thank you Covid-19). Is it possible to open my file in Quicken on the Web and save it to Google Drive then open it in Quicken Desktop and have all the data from March to now that is in the cloud?

No it isn't possible. What is stored in the Quicken Cloud account is only a partial copy of your data file for viewing on Quicken Mobile/Web, it isn't a backup.

If I open on the Web and make a couple changes, then open my file would it sync all my missing transactions?

From what I understand the Desktop file is the "master" and as such, it would be more likely that the sync would remove the transactions from the Quicken Cloud.
But I have never tried this and it "might work". You can try and see what happens.

I did a small test. I created a copy of my data file.
Then in the original data file I created a test transaction, and synced to the cloud account.
Then I went to Quicken Web and added another test transaction.
And then I opened the copy of my data file. And of course it doesn't have these two transactions in it. I then did a sync, and they both came down. So it seems that restoring "if limited" is possible.
