Problems with creating 2021 budget from 2020 budget categories

I am creating my 2021 budget and save for each category but when I close and return, the old amount is still there. How can I get it to save my new budget amounts for 2021 ?

Also if I open 'Edit yearly budget' and set all months to '0' and calculate average, 'it says '0.11'0

Thank you for taking the time to visit the Community to report this issue, although I apologize that you have not received a response.
I would first recommend running the Validate & Repair tool on the original data file from the File menu > File Operations > Validate & Repair option.
In the Validate File window that opens, click the top box to "validate file" and then click OK.
When the validation completes, a data log will open in Notepad, please let us know if any errors or issues are found/repaired, and when ready close and re-open Quicken.
