Option to add the 3 additional Quick Pay & Check Pay not populating

I have read the support article Bill Manager: Enable Add-on Payments
I have read the criteria for having this option. I meet all the requirements ( I am a previous Bill Pay customer) and my Quicken version is up to date. I am out of  QuickPay payments and when I try to schedule an additional payment the option to add on the 3 additional payments for a fee does not populate.

    Quicken Care has the tools to review and resolve this issue that the Community does not have.
