Quicken associating wrong accounts

Reactivating accounts show links to totally separate bank accounts.
Simplified issue:
I have accounts with bank A and bank B, each with three subaccounts, A1,A2, B1, etc. To solve a separate issue I deactivate account A1. I then reactivate it. Account A1 links fine to an existing account with bank A. However, online subaccounts A2 and A3 don't associate. When I try to link accounts the only options that come up are existing accounts B1, B2, and B3.
Windows version R31.12

If you haven't already, I suggest you deactivate A1, A2, and A3. When you reactivate A1, Quicken should allow you to link A1, A2, and A3.1
