how do you add a new vehicle

I know how to add a bill not how to add an asset and debt

    Tools > Add Account... > Offline Account > Other Assets & Liabilities > Vehicle

    When I do that, it only gives me Banking and Cash accounts, not asset accounts.

    Sounds to me like you might be using the Starter version?  I believe that only allows you to have checking, savings and credit card accounts.  You probably need to step up to Deluxe.
