Online Services tab is missing from one of my accounts

Online Services tab is missing from one of my accounts. How do I reconnect to my banking institution?

  There are types of accounts that may not have online services and therefore will not have an Online Services tab: open the register and press Ctrl + Shift + E

  What kind of account is this ? 
  and was it connected online to your bank with a Quicken account ?

  or - is it manually managed for entering all transactions ?
