Can quicken for Mac work on Apple iPad

    No.  The mobile app only syncs to the full Desktop version.  You still need to install Quicken on a full Windows or Mac computer.

    Body refers to the bigger area to post the details of you question in addition to the title/subject box.  Where you posted "what is body for"

    I'm staying on Quicken 2013 Premier for Windows.

    NO - the QMac software needs to run on the MAC OS system - and the iPad has the iOS PAD OS system.
    But - as mentioned, you can install and run Quicken on your Mac or PC - Enable the Sync to the Quicken Cloud, and then install and use the Quicken Mobile App on the iPad to access your Quicken data in the Quicken Cloud
