Unfortunately, Quicken doesn't allow you to change a Savings account into an IRA account. However, there is a workaround in this case:
    1. Create a new IRA account
    2. Go to the Savings account and select all transactions (menu Edit > Select All)
    3. Drag and drop the transactions as a group to the new IRA account in the sidebar
    4. Delete the now-empty Savings account
This we result in the Savings account transactions becoming transactions of type Payment/Deposit in the IRA account. If the all or part of the balance in the IRA should be in securities, you will need to enter Buy or Move Shares transactions to reflect this.
