I have downloaded quicken it says complete, have tryed restarting computer it will not open, ideas?

I have downloaded quicken icons come up,download says complete, I have restarted computer, program will not open.

    If you click the Quicken icon and nothing happens

    1. Restart your computer, then right-click the Quicken icon and select Properties
    2. In Properties, click Open File Location. (Default location is C:\Program Files\Quicken or C:\Program Files(x86)\Quicken).
    3. Double-click the Qw.exe file to start the program.
      1. If Quicken opens, go to the desktop and drag the Quicken shortcut icon to the Recycle Bin.
      2. Right-click the Qw.exe file and select Send to Desktop to create a new shortcut.
    If the program still won't open:

    Try uninstalling Quicken, then reinstalling.

    Same problem, nothing works. Have been on the phone with support for 1.5 hours, most of them on hold [Removed - Speculation/3rd-Party Product]
