Is there a way to move an expense category from NON DISCRETIONARY EXPENSE to PERSONAL EXPENSE on my budget?

    It sounds like you have Category groups with those names.

    Go to Tools > Category List and select the Category you want to move to a different group.
    Click on Edit
    Select the group you want to move the category to
    Hit Save
