Why do transactions get categorized as "Everything Else" when I specifically categorize them otherwise?

    Everything Else is a pseudo subcategory used in a budgeted category with subcategories that are not budgeted.

    When I click on it it lists every transaction that has been assigned to specific subcategories.

    Quicken should be listing all the transactions within the budgeted category with subcategories that are not budgeted.
