How do I schedule a reminder that I want to occur in a specific week not date?

Example: My Social Security payment occurs on the SECOND WEDNESDAY of the month. My husband's occurs on the THIRD WEDNESDAY. If I set it up for Monthly to occur every 4 weeks, it quickly starts showing up a week early.
In Outlook Calendar, you have an option to set up in a way that accommodates a regularly irregular schedule- i.e. the first week of a month on a specific day of that week (every second Wednesday monthly). Then the schedule remains correct regardless of how many weeks are in the month. Is this possible in Quicken?
