I recently moved to the UK. I want to keep some of my accounts in USD. However, my new British account is in pounds. Can this be done in Starter?

Regardless of Mac or Windows version ... Have you tried adding an offline checking account? If so, does it show a selection for "Currency: [...]" with a list of available currencies?
I suspect, Quicken Starter Edition may not support foreign currencies ...

Note the Quicken Windows Starter edition doesn't support multiple currencies.
What's more with Quicken Windows Deluxe edition it supports multiple currencies but doesn't download the current conversion rates.Signature:
