How do I get Quicken Bill Manager?

I am a long term Quicken user running Premier Windows 10.
I have read the "important Notice" about the capability to
add Quicken Bill Manager (QBM) to my Quicken.
The first step is to go to Bills & Income tab, but I don't
have thaat tab. What I have in Tools is Manage Bill and income
reminders. What do I have to do to get Quicken Bill Manager?

You are on the right tab, there isn't a tab for Quicken Bill Manager is just a term for setting up to pay your bills either with Quick Pay or Check Pay.
