Enter Quicken ID Password

Quicken Windows 2017 Member
When opening any of my Quicken 2017 Home & Business files, I receive a blank/white screen asking for me to Enter Quicken ID Password. If I X out of this screen 3 times, I have access to my data file.
Is there a way to stop this screen from occurring?

I think this might be a side effect of what is going on here:

My suggestion for your particular problem would be disable the network before using Quicken so that it will go into offline mode. If you are using a WiFi connection you can just set it to airplane mode.0
