    I suggest you perform the Quicken 2016 install while disconnected from the internet and then download and apply the Quicken 2016 Release 19.5 Mondo patch available at: http://www.quicknperlwiz.com/quickenpatches.html

    I suggest that you review the information at this LINK.  Pay close attention to the step that requires you to disconnect the computer from the internet before you install Quicken 2016.

    You also need the C:\ProgramData\Quicken\Config\QUICKEN.INI from the old computer.
