I have two accounts with PenFed, but only one downloads. Why is this, and can this be fixed?

  What type of account successfully downloads?  What type doesn't?

  What Q product are you running and what BUILD  of  that  product?  Do HELP, About Quicken for this info.

  Savings account did download. HELOC account did not. Running Quicken 6.11.3, build 611.47347.100.
