How do I move a category to a different category group?

I am trying to add a category to the Business Group but Quicken insists on adding it to my Personal Group. I am adding it from the Business Group, but it always ends up in Personal. How can I move it?

    You will have to assign a tax reporting line to your category to move it to the business category group.

    Goto:

    1. Menu Tools>Category List
    2. Select the Category>Right Click>Edit
    3. Check the Tax related category box
    4. Select an appropriate tax reporting line in the Tax Reporting Tab
    5. Save
    6. Verify your selection in the Tools>Category list
