Why Quicken stopped downloading only new transactions from my online bank accounts ?
In the past, only new transactions since the last download was processed.
Since few months, it downloads all transactions for the selected time range.

What do you mean by that? If I do a One Step Update or Update Now in my file I'm not selecting a time range as part of the process. Quicken "knows" what it has previously downloaded and only presents "new from the time of the last download" transactions.
