How to enter a "Refund" in Quicken Web

I don't see any way in Quicken Web to enter a refund in a cash account or any account, for that matter. I'm not talking about a payment to a credit card from a checking account; I'm talking about refunds in Quicken Web.

Try entering an explicit + sign in front of the refund amount, so to enter a $10 refund, enter +10 for the amount.

That is an interesting behavior. I'm guessing they did this as a way to be slightly more efficient. They are assuming that people enter negative transactions much more often than positive ones, and as such a transaction entered without a sign is assumed to be negative.
